Resolution #4 — Carried
Proportional Democracy: A Seat at the Table
Currently, large bargaining units with 200+ members have NO guaranteed voting seat on the Local Executive Board (LEB) — unless one of their members happens to win a city-wide election. Resolution #4 changes that permanently.
Before: The Current Bylaw
Article 3.2.02 — The Executive Board consists of: President, Vice-Presidents, Secretary-Treasurer, and Trustees only.
Large units (200, 500, 1000+ members) have NO dedicated seat. Their voice depends entirely on whether a VP from their unit wins a region-wide vote.
Result: The units paying the most dues have the least guaranteed representation.
After: The Reform
Any bargaining unit with 200+ members in good standing gets ONE guaranteed Member-at-Large seat on the LEB — elected by and from that unit's own members, triennially.
Their duties: full voice AND vote on the LEB. Direct liaison between the board and their unit's members.
Result: Proportional democracy. The units that fund the Local have a permanent seat where decisions are made.

This isn't about politics. It's about math. If your unit funds the Local, your unit deserves a vote.
Resolution #5 — Carried
Unit Funding: Putting Money Where the Members Are
Right now, every dollar your unit generates in dues flows into one central pool — and your District Chair has no dedicated budget to fight for you at the workplace level. Resolution #5 ends that. It creates a mandatory, scaled Unit Advocacy Fund for every certified bargaining unit.
Before: The Funding Gap
Article 7.2.06(f) — Members doing union business on a day off are paid a flat $25/hr, capped at $200/day. That's it.
District Chairs have NO dedicated unit budget. Every expense requires central approval. Workplace-level mobilization, member appreciation, and local grievance advocacy are all funded at the discretion of the LEB.
Result: Units generating the most dues have the least control over how those resources are used at the floor level.
After: The Autonomy Scale
A dedicated Unit Advocacy Fund is established for EVERY certified bargaining unit — funded monthly from that unit's own dues, scaled by size:
